Snohomish DEM Strategic Planning Snohomish County Department of Emergency Management
February - September 2009. Strategic planning process.
Clegg & Associates completed a planning process with the Snohomish County Department of Emergency Management (DEM) to develop a 2009 - 2010 strategic plan, including review of the department’s mission, role in the community, and opportunities for partnerships. The project culminated in the creation of a strategic plan with specific goals, strategies, performance measures, and guidelines for staffing, as well as the timeline for implementation.
This participatory strategic planning process charted DEM’s course for the next two years. The process included the following elements:
- Taking stock of the previous strategic plan, including identifying the goals and strategies that DEM accomplished and those that should be carried forward in the new plan
- Identifying lessons learned from the implementation of the 2008 plan
- Identifying DEM’s strengths and weaknesses
- Analyzing changes in the external environment
- Incorporating policy directives from national, state, regional, and county organizations
- Identifying goals, strategies, performance measures, leads, and timeframes for the 2009 – 2010 plan
The final 2009 - 2010 Strategic Plan was developed in September and available in our Client Reports section.
