WIC Nutrition Program Caseload Management 
April 2008 - October 2008. Washington State Women, Infants, and Children (WIC) Nutrition Program, Statewide Caseload Management Project.
Clegg & Associates, in partnership with Jim Andrianos of
Calculated Risk Inc, will work with the Washington State WIC Nutrition Program staff to develop a model and related tool for evaluating, projecting, and managing WIC caseload distribution throughout the state. The development of this model will enable the state WIC staff to more accurately evaluate the current caseload distribution and make future distribution adjustments as service needs and population trends change.
Clegg & Associates and Calculated Risk will work together to build a caseload distribution tool that will enable state WIC staff to calculate optimal caseload distribution using a set of key factors. The identification of these key factors will occur via a literature review and a set of work sessions with a group of state WIC staff and local coordinators. This work will include identification of an optimal caseload distribution pattern against which current and future distribution will be evaluated.
Following development of the optimal caseload distribution model and the Excel-based tool, we will put it to work to assess the degree to which the current caseload varies from the optimal. By taking this step, we can test the effectiveness of the tool, the availability and likely accuracy of the data describing each of the factors, and the ease of use.
Following the development and testing of the model and tool, we created a training module and a user’s guide to familiarize WIC staff with new caseload distribution methods.
